Revenue disputes: the new rules
The appeals procedure is being revamped from April 2009. This seminar looks at the new framework for resolving contentious matters with HMRC.
- What has changed and what remains the same?
- Is the internal review process worthwhile?
- What rights of formal appeal exist?
- When should they be exercised?
- What evidence can and should either side adduce?
- What impact do the new rules have on enquiry and investigation cases?
Your Speakers
David Whiscombe
David joined the Inland Revenue in 1976 as a tax inspector and left 11 years later as a senior principal, in the interim working in roles as diverse as district inspector and training investigators. He joined Berg Kaprow Lewis in 1991 to head the tax function and has since built a team that offers clients both extensive tax expertise and the ability to communicate complex tax issues in plain English.
He sits on, and has previously chaired, the Tax Panel of the UK200Group. He is the principal author of our e-mail tax newsletter BrassTax®, writes for the professional press and is a popular speaker at seminars. A member of the Chartered Institute of Taxation, he was awarded fellowship of the institute for his book, Taxation of Company Reorganisations and was recently called to the Bar at Lincolns Inn.
He claims, implausibly, that a study of taxation yields him considerable intellectual pleasure; and, less implausibly, that most people and businesses pay more tax than they need to.
David Young
Like David Whiscombe, David Young cut his teeth as a fully-trained Inspector in the Inland Revenue. He came to consultancy via a spell as Tax Manager of a multinational conglomerate and immediately before joining BKL Tax David had for several years been Director of Direct Taxes with another well-known tax consultancy.
Always a popular speaker with a rare ability to make the most abstruse matters clear, David brings to BKL Tax a wealth of practical experience in the tax issues affecting owner-managed businesses and in providing flexible and innovative solutions to their problems.
David currently chairs the Tax Panel of the UK200 Group of Quality Assured Professionals. He also does an incomparable “Address to a Haggis”.
